Trying to install valve keepers

I am working on the valve adjustments for the 2V engine on my 2009 Ducati Monster M696 and I am stuck on the shim keepers. I have the cylinder head off and sitting on the bench but when I try to push the closing rocker down, there just is not enough room to slide the closing shim onto the valve stem so I can put the little keepers in place. I have tried using a screwdriver to hold the rocker arm but that is not working. Does anyone have a good method or a special tool they use to get those keepers back in without fighting the spring tension?

Have you tried using a screwdriver from the other end to hold the closing arm down?

If you are hesitant to use a screwdriver, you might want to check if you can rent or buy a Ducati-specific valve adjustment kit that includes a tool shaped to press the rocker without slipping.

true, you can use the dedicated special tools for desmodromic valve adjustment, they're designed to make this job easier and safer, particularly the "valve and spring reassembly tool".
These kits include tools for removing and installing rocker arms. also shim measurement and are functionally equivalent to official Ducati tools. but for a home mechanic doing the job once, the Allen key method is great and cost effective
