My brother just got a brand new Ducati Monster, it's his first bike, he bought it with his own money.
I saw the level of the fluids in the reservoirs and it was less than halfway between the marks, even closer to Min
I think it's odd bcs my bike is always on the max level
Should I tell him to fill it himself, or should he contact the dealer?

The best thing you can do is let your brother contact his dealer. He needs to check with them before adding anything himself so they can confirm the levels are within spec. It is pretty normal for the fluid level to sit near the minimum line since the reservoir is built to handle pad wear and expansion.

On a new bike, having the fluid levels halfway between the marks or slightly above "Min" is actually often the correct factory setting.
